In order to begin a HAAP Chapter in your community, a group of volunteers must decide they are willing to lead the HAAP Chapter in their community. Some educators have started HAAP in their communities. Parents or Hispanic professionals have also founded HAAP in their communities.
The first action should be to contact the HAAP representative close to your community. The HAAP representative will explain the process and answer any questions you might have. After initial discussions have taken place, you may request a HAAP Project Binder be sent to you which will have detailed information on beginning HAAP in your community.
It will take a commitment from volunteers to make HAAP a success in your community. Existing HAAP organizations can help guide the new community and provide written material. However, the success of HAAP rests with the volunteers in that community.

- Meet with the Superintendent of the School District to enlist support
- Enlist HAAP volunteers to include parents, professionals and educators
- Mail bi-lingual introduction letter to parents and school district staff
- Estimate the number of students to be honored
- Decide dates, location and price for HAAP event
- Estimate number of students to be recgnized and costs for awards
- Publicize HAAP program in newspaper, schools, letters, radio and television
- Develop key contacts within the schools
- Plan the receiving of grades from the schools (date, info, criteria)
- Plan event guest speaker(s) and backup
- Plan HAAP schedule and speakers
- Fund raising (local business, organizations, grants, money makers)
- Obtain grades information from school teachers or school administrators
- Plan the details of the Program
